It is so frustrating that TPTB won't allow Emma and Regina to be a real couple. Can you imagine the example they'd set for young LGBT people and everyone else, for that matter? They could show that no matter how dark and terrible your past is love is possible.

I had a talk with a friend of mine recently. Basically we agreed that they could make a great couple, and it wouldn't really change that much in the plot arc of the show, either. But also they could just end up being BFFs that co-raise a kid. There are stranger families out there than that.

However, if they do put them together, they could alienate a LOT of the fan base. Swan Queen shippers aren't going anywhere. We're watching regardless because our pairing isn't canon. Those who are watching for Captain Swan, on the other hand, might jump ship if that breaks off. Hook is basically the eye candy for the entire hetero female fan base (and gay men, they love him).

So I could see it going either way. I hope they end the show with neither of them romantically involved with anyone. That was we can all assume what we will and make our own happy endings for them.

The audience is dwindling already, though. My mother (who is almost 76) watches it and ships NO ONE yet she HATES Hook now. When he "died", she was so happy! When he came back, she said she wasn't sure she wants to watch it any more. I think she reflects what many viewers think since she isn't in the fandom and just watches for enjoyment.

So long as there are Emma/Regina scenes, I'm happy. I do like your idea of neither of them being involved romantically at the end of the series. Then, as you said, the shippers can imagine what they want. Also, the regular viewer would get a nice ending, too.
